Under the leadership of the Economic Department of the government, the Taiwan Bureau of standards and inspection (BSMI) formulates product inspection specifications for electronic and electrical products entering the Taiwan market, and requires that products must meet safety, EMC test and relevant tests before they can be authorized to use the BSMI mark. BSMI certification is a compulsory product certification, which requires EMC (electromagnetic compatibility) and safety (safety regulations). Bsmii certification is usually valid for 3 years. However, BSMI does not have factory inspection at present, but it must comply with the regulations of the Bureau of standards. Therefore, the certification mode of BSMI is: product inspection + registration supervision.

According to the compulsory regulations announced by the Bureau of standards and inspection (BSMI) of the Ministry of economic affairs of Taiwan, from May 1, 2014, all electric cells, chargers, batteries and mobile power supplies sold to the Taiwan market for 3C products need to be tested by BSMI accredited laboratories and obtain BSMI certificates before entering the customs.

1.Type approval (EMC + safety): from January 1, 2004, 178 kinds of electronic and electrical products need to apply for such approval.

Applicable standard: EMC + safety.

Documents to be provided: application for product type approval, company or factory license, test report, technical documents for electromagnetic compatibility: photos, labels, parts with electromagnetic interference, block diagram, operation manual and technical documents of safety regulations.

Validity period of the certificate: three years, which can be extended once.

2.EMC type approval (replacing the original EMC application) shall be enforced from November 1, 2002. Applicable products: 61 items of electronic and electrical products have only EMI requirements, 124 items

Electronic and electrical products only need EMI + safety regulation report (if the product has safety regulation requirements).

Applicable standards: only EMI.

Documents to be provided: electromagnetic compatibility type approval application and test report Technical documents: photos Labels, EMC parts, block diagrams and user manuals.

Enforcement date: not yet published.

Applicable standard: EMI + safety regulations.

Documents to be provided: application for product type approval, company or factory license, test report, technical documents for electromagnetic compatibility: photos, labels, seasonal components with electromagnetic interference, block diagram and operation manual, as well as technical documents of safety regulations and declaration of conformity.

Validity period of the certificate: three years, which can be extended once

Enforcement date: January 18, 2002.

Applicable products: 19 kinds of information technology equipment components.

Applicable standard: cns13438 (only EMC).

Documents to be provided include (Declaration of conformity, test report, technical documents: photos, labels, parts with electromagnetic interference, block diagram and operation manual).

No certificate.

For electronic and electrical products, the characteristics of the three application methods provided by the Bureau of standards are as follows:

1. The declaration of conformity is only applicable to the parts of some information technology equipment (please refer to the product description on the website of the Bureau of standards and inspection).

2. Application for certification, registration or type approval shall be made at the discretion of the manufacturer.

3. The difference between approval registration and type approval lies in:

(1) Inspection method:

If the product has obtained type approval, the inspection of customers will be simplified.

For products applying for certification and registration, customers are not checked, and random sampling test is adopted in the market.

(2)Expense variance:

The application fee for certification and registration is higher than that for formal approval, and an annual fee is charged. There is no annual fee for type approval
